Position Description

This is a hands-on position that will introduce and embed SCM policies, procedures, and processes aligned with good industry practice and designed to assure optimized sourcing and execution, and a consistent approach to contract management. The incumbent will also provide the face of SCM within and outside the organization. The incumbent will also provide supervisory oversight responsibilities to ensure the team delivers on corporate business objectives.

Major Areas of Responsibility

  • Lead a fit-for-purpose SCM Technical unit that meets the needs and demands of the business.
  • Deliver commercial excellence in the sourcing and execution of services, goods & and materials based on Total Cost of Ownership.
  • Implement processes, methodologies, and tools to embed proper SCM roles.
  • Implement a category management program in the execution of integrated work plans and aggressively execute a program to rationalize contracts and suppliers.
  • Engage with senior business Managers within their respective business areas to ensure alignment and value delivery.
  • Develop and facilitate Contract Strategy and Tactics workshops for contracting and procurement activities assigned to the unit.
  • Manage compliance with SCM policy, Code of Conduct, HSSE, and other standards in the SCM process.
  • Ensure timely and accurate recording and reporting of 3rd party spending within the team.
  • Ensure regular input into and maintenance of the department's information databases e.g. SC Plan, Supplier Information Management System, Cost Savings Tracking tool, Expediting Status Reporting tool, etc.
  • Initiate and manage the supplier engagement process including embarking on prequalification exercise (both desktops and physical visits).
  • Ensure full compliance with regulatory requirements as they affect SCM processes.

Minimum Requirements

  • B.Sc, or HND in any Engineering discipline, Supply Chain, Business, or other related field and
  • Minimum of Fifteen (15) years of practical and working experience in Oil and gas facilities.
  • Solid understanding of Nigerian Content (NCDMB/NOGICD) obligations and experience embedding local content requirements into procurement and contracting activities.
  • Proven track record of leading competitive tender processes (ITT, RFQ, RFP) and managing contract execution from award through close-out.
  • Demonstrated experience managing technical services contracts across one or more of the following categories: drilling and well services, engineering and construction (EPC/EPIC/EPCM), maintenance services, subsurface services, or operations and logistics.

Additional Desirable Qualifications

  • Membership of a recognised Supply Chain or Procurement professional body such as the Chartered Institute of Procurement & Supply (CIPS), Nigerian Institute of Purchasing & Supply Management (NIPSOM), or equivalent is an advantage.
  • Project Management Professional (PMP) or PRINCE2 certification
  • Certified Professional in Supply Management (CPSM) or equivalent
  • Proficiency in the use of ERP or procurement management systems such as SAP MM/SRM or equivalent. 

Required Knowledge and Abilities

  • Experience with Enterprise Resource Planning (ERP) systems such as SAP MM/SRM or equivalent procurement platforms
  • Quality leadership and communication skills.
  • Experience in technical report writing.
  • Experience in documentation.
  • Knowledge of Drilling and Well Engineering operations.
  • Knowledge of Engineering Construction/Major Projects.
  • Knowledge of Subsurface Engineering principles and practices.
  • Experience in the development and management of Major EPC/EPIC/EPCM contracts.
  • Experience in the development and management of contracts required for Drilling campaigns.
  • Computer literacy.
  • Knowledge of oil & and gas industry construction standards and codes such as the International Electrical Code (IEC), National Electrical Code (NEC), American Petroleum Institute (API), American National Standard Institute (ANSI), National Fire Protection Association (NFPA), American Society for Testing and Materials (ASTM), etc.
  • Knowledge of predictive, preventive, corrective, and breakdown maintenance procedures.
